National action plan against racism (PAN AR)

Luxembourg implements the International Convention on the Elimination of All Forms of Racial Discrimination through a multi-year national action plan – the PAN AR – coordinated by the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees.

It is rooted in the Grand Duchy of Luxembourg's commitments as a member of the European Union, the Council of Europe and the United Nations in terms of equal treatment, non-discrimination and human rights.

The plan comprises a total of 23 objectives and 118 actions.

The main themes targeted by the plan are:

  • Data and statistics
  • Awareness-raising
  • Support for victims
  • Housing
  • Work
  • Education

Two governing bodies are responsible for ensuring the implementation of the actions described in the plan:

  • The Interministerial Steering Group (GroPil), which brings together the contact points of all the ministries involved;
  • The Monitoring Group (GroSuivi), which includes representatives of civil society organisations, human rights institutions and the Conseil supérieur of intercultural living together.

This is a multi-year plan. The plan is an open and evolving document that can be adapted in line with new needs, feedback from partners, the progress of measures or on the basis of studies, in accordance with its governance. After five years, an external evaluation will be carried out.
