Conseil supérieur of intercultural living together

The Conseil supérieur is a body created by the Act of 23 August 2023 on intercultural living-together. It replaces the inter-ministerial committee on Integration and the National Council for Foreigners, which were discontinued when the Intercultural Living-together Act came into force on 1st January 2024.

The tasks and composition of the Conseil supérieur are defined in Articles 7 and 8 of the same law.

The Conseil supérieur gives its opinion on its own initiative, or at the request of the Minister, on all matters relating to intercultural living-together. It may carry out or commission surveys, analyses, studies, reports or opinions on the various aspects of intercultural living-together.

The fourteen full and substitute members appointed by the Minister are:

-          Six government representatives

-          Six representatives of associations working in the field of intercultural living-together

-          Two representatives of SYVICOL

The sixteen full and substitute members representing the municipalities are elected in accordance with the procedures defined by the Grand Ducal regulation of 28 February 2024, which came into force on 12 March 2024.

The electorate is made up of the full and substitute members of the Municipal Consultative Commissions whose remit includes intercultural living-together.

It is these same members who may put themselves forward as candidates in pairs to be elected as full members and substitute members of the Board of Governors. Each application is therefore made up of a two-person team offering to sit on the Conseil supérieur as full member and substitute member. It should be noted that each pair of candidates must be a member of a municipal committee for intercultural living-together, but not necessarily within the same municipality. Nominating two members in pairs ensures good communication between the full members of the Conseil supérieur and their substitutes.
