The Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees is responsible for six areas of competence:

1. Family policy and voluntary work 

This area includes family training, mediation, consultation and assistance, family benefits, the Fund for Children's Future, voluntary work, the Fund for the financing of socio-family infrastructures, the Harmonisation Commission and the Joint Commission.

2. General policy for elderly citizens

This remit includes promoting active ageing and home care, accrediting day and/or night care facilities, drawing up national action plans for "ageing well", dementia and end-of-life and palliative care, and social pricing, the accreditation of night guards, the creation of training courses in palliative care, psycho-geriatrics and referral for the prevention and control of infections and compliance with hygiene and health regulations, the management and monitoring of approvals and agreements, quality control of services for the elderly, management of the register of services for the elderly, support for the High Council for the Elderly, the Standing Committee for the Elderly and the National Information and Mediation Service in the field of services for the elderly, care for marginalised elderly people, supervision of the public institution "Centres, Foyers and Services for the Elderly" and of the services for the elderly of the neuro-psychiatric hospital centre.

3. Politique générale pour personnes en situation de handicap

Ce champ d’attribution comprend: Coordination de l’action gouvernementale en faveur des politiques en matière de droits des personnes en situation de handicap – Plan d’action national de mise en œuvre de la Convention relative aux droits des personnes en situation de handicap – Comité interministériel pour la promotion des droits des personnes en situation de handicap – Conseil supérieur des Personnes handicapées – Gestion et contrôle d’agréments et de conventions – Accessibilité – Office de la surveillance de l’accessibilité des produits et services (OSAPS) – Salariés handicapés – Ateliers protégés – Centre hospitalier neuro-psychiatrique/Services pour personnes en situation de handicap – Sensibilisation dans le domaine de l’inclusion des personnes en situation de handicap – Assistance personnelle et budget personnel – Gestion des demandes d’interprétation en langue des signes dans les relations des personnes malentendantes, sourdes ou privées de l’usage de la parole avec les administrations relevant de l’État – GIE « Centre de communication accessible à tous » (CCAT). 

4. General policy for intercultural living together

Intercultural living together is a participatory, dynamic and continuous process that enables everyone living or working in Luxembourg to live, work and decide together. It is based on mutual respect, tolerance, solidarity, social cohesion and the fight against racism and all forms of discrimination. It establishes diversity as a richness and an asset for the development of an intercultural society. Its applications are: National Action Plan for Intercultural Living Together - Citizens' Pact for Intercultural Living Together - Programme for Intercultural Living Together - Municipal Pact for Intercultural Living Together - High Council for Intercultural Living Together - National Action Plan against Racism and Racial Discrimination - European AMIF Fund (Asylum, Migration and Integration).

5. General policy to combat poverty and homelessness

This field of action includes: Coordination of policies to combat homelessness and housing exclusion - Coordination of policies to combat poverty - Social policy observatory - National action plan to prevent and combat poverty - Social aid - Food aid and basic material assistance (European Social Fund plus) - Financial aid for private households following a natural disaster - Management and monitoring of approvals and agreements - Over-indebtedness - Multifunctional emergency accommodation structure - Permanent psycho-traumatological support group - National Solidarity Fund - National Solidarity Fund benefits - National Office for Social Inclusion. 6. Reception of Refugees

The National Reception Office (ONA) is responsible for organising the reception of applicants for international protection, temporary protection and subsidiary protection. The ONA manages a vast network of accommodation facilities reserved for the temporary housing of applicants for international protection, beneficiaries of temporary protection and persons eligible for subsidiary protection.
