Reform of the training of family assistance

Following the launch of the new certificate of professional competence (CCP) called "assistant in daily support " by the Ministry of National Education, Children and Youth (MENJE), the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees informs that the training of  family assistance (ASF) will no longer be organised under the old regime.

Indeed, the training in the form of a CCP will henceforth be entirely under the supervision of the Ministry of National Education, Children and Youth (MENJE) and replaces the ASF training.

Current ASF candidates who are still in the process of completing their training will continue their training under the old system until they obtain their certificate.

Former candidates who have already passed the exam and obtained the certificate will remain under ASF contract with their employer and will continue to benefit from the C2 status in the salary grid of the SAS collective agreement.

New CCP training course "assistant in daily support"

The new training " assistant in daily support " will be offered from the beginning of the school year 2023-2024 and will last 2 years, with one day (8 hours) per week spent in a training organisation. The contents of the training are based on the curriculum of the ASF training.

It will be organised in three different forms:

  • initial apprenticeship
  • adult apprenticeship
  • on-the-job apprenticeship.

Like the ASF training course, the CCP training course " assistant in daily support " prepares trainees for the daily accompaniment of elderly people, people with special needs, children and young people, etc. This accompaniment includes both care and health as well as daily educational support and, if necessary, help with household activities.

Initial apprenticeship

The requirements to be admitted to the initial apprenticeship are as follows:

  • be at least 15 years old
  • have passed at least 18 of the 54 modules in preparation (5th P)
  • have signed an apprenticeship contract in a social, educational or care institution.

Apprentices receive a training allowance set by the professional chambers.

From 2 May 2023, students interested in the CCP " assistant in daily support " can register or receive information at the following administrations:

The following schools will offer the training in 2023-2024: Lycée du Nord Wiltz, Lycée technique pour professions de santé, Lycée technique de Bonnevoie, Ecole privée Fieldgen and Lycée Bel-Val.

Adult apprenticeship

The requirements to be admitted to the to adult apprenticeship are as follows:

  • be at least 18 years old
  • have not been in initial education or have not been under an initial apprenticeship contract for at least 12 months
  • be affiliated to the Joint Social Security Centre for at least 12 months, whether continuous or not, and for at least 16 hours per week
  • have an apprenticeship contract with an employer in the social, educational or care sector.
  • persons who have not attended school in Luxembourg must present a certificate of language proficiency of level A2.2 in Luxembourgish.

Apprentices receive an apprenticeship allowance equivalent to the minimum social wage. The training organization may be reimbursed for the difference between the minimum social wage and the initial apprenticeship allowance.

As of May 2, 2023, adults interested in the CCP " assistant in daily support " can register or receive information at the following administrations:

The CCP will be offered by the Lycée technique pour professions de santé in Luxembourg, the CNFPC in Esch/Alzette and the CNFPC in Ettelbruck.

On-the-job apprenticeship

The conditions to be admitted to on-the-job training are as follows:

  • be at least 18 years old
  • have signed an employment contract with an employer in the social, educational or care sector
  • the employer must agree for the candidate to attend one day of classes per week at the training centre, and to evaluate one training module in the company each semester
  • persons who have not attended school in Luxembourg must present a certificate of language proficiency of level A2.2 in Luxembourgish.

Apprentices continue to receive their normal wages.

The CCP will be offered by the Lycée technique pour professions de santé in Luxembourg, the CNFPC in Esch/Alzette and the CNFPC in Ettelbruck.

Training for caregivers (auxiliaire de vie)

The Ministry reimburses the salaries of apprentices as well as the employer costs for associations that have signed a convention with the Government and lack the necessary resources. The reimbursement only concerns the initial training of the caregivers. The Ministry reserves the right to grant applications on the basis of the available budget and the number of positions declared to ADEM.

In order to be eligible for reimbursement, the Ministry requests associations to fill in a declaration of positions until July for the following school year.

Thereafter, the associations can send in their request for reimbursement, by quarterly declaration.
