Volunteering
The Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees is responsible for promoting and strengthening volunteering in Luxembourg.
The 2023-2028 coalition agreement devotes a specific chapter to volunteering (pp. 75-76), highlighting its importance and the essential role it plays in our society.
Volunteering is a fundamental pillar of the smooth functioning of our society and social cohesion. Every volunteer provides valuable support, giving their time and energy to bring projects to life that help our society move forward.
But volunteering is not a one-way commitment: it also brings personal enrichment, encounters, and intangible experiences that give meaning and happiness for oneself.

Founded in 2002, the Volunteer Agency (Agence du Bénévolat) has the mission to promote and develop volunteering in Luxembourg – among public institutions, associations, and the general public.
It is a key partner for:
- Guiding and informing volunteers or individuals who wish to get involved
- Supporting, advising, and training associations
- Assisting municipalities that want to promote volunteering among their citizens
- Assisting companies exploring corporate volunteering
Its digital platform benevolat.lu offers a volunteering matching platform that facilitates contact between people who want to volunteer and active associations in Luxembourg seeking volunteers.
Every year, the agency awards the Volunteer Award of Merit, an initiative that recognizes and rewards volunteers who have distinguished themselves through their commitment, dedication, and positive impact on projects close to their hearts.
In addition, the Volunteering quality label represents a certification awarded to associations that create high-quality volunteering opportunities – based on high standards in organizing, managing, and supporting their volunteers.
The CLAE (Comité de liaison des associations issues de l’immigration) supports the associations through :
- Providing a resource centre for associations (in French) with a guide consisting of 13 booklets on creating and managing an association, as well as an e-learning module on accounting for small associations ;
- Individual advisory sessions to help associations develop their projects;
- Lending equipment and providing spaces to associations for meetings, general assemblies, or training sessions.
Law of 7 August 2023 on Non-Profit Associations (ASBL) and Foundations

The two-year transition period provided for in the Law of 7 August 2023 on Non-Profit Associations and Foundations ended on 23 September 2025. If your statutes have not yet been updated, it is mandatory to do so.

Visit the website of the Luxembourg Business Registers (LBR) for submitting statutes and annual accounts to the Trade and Companies Register (RCS), as well as registering beneficial owners (or persons in senior management) in the Register of Beneficial Owners (RBE).
