Gemengepakt vum interkulturellen Zesummeliewen (municipal pact for intercultural living together)
The law of 23 August 2023 on intercultural living together created the Gemengepakt vum interkulturellen Zesummeliewen (municipal pact for intercultural living together) as a key instrument for its implementation at the local level.
By signing the Gemengepakt, a municipality or group of municipalities, SYVICOL and the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees (MFSVA) commit to close collaboration, with a view to a six-year participatory process, that emphasises access to information, the participation of all people living or working in the municipality and the fight against racism and all forms of discrimination.
To support the implementation of the Gemengepakt within the signatory municipalities, the MFSVA offers personalised support from intercultural living together advisors, as well as various forms of financial assistance, including:
- an annual grant of up to €30,000 per municipality towards the costs of a coordinator for the Gemengepakt;
- an annual grant of €3,000, €5,000 or €8,000 per municipality (depending on the size of the local council) towards the costs of implementing the Gemengepakt; and
- an annual subsidy of 5 euros for each resident of the municipality and each cross-border worker whose place of work is in the municipality and who is a member of the Biergerpakt (citizens' pact) on 31 December of the current year.
Best practices for intercultural living together at the local level
For all municipalities wishing to promote intercultural living together (whether they have signed the Gemengepakt or not), the Ministry has developed a catalogue of best practices:
