Implementation of the national action plan
The National Action Plan for the Implementation of the International Convention on the Elimination of All Forms of Racial Discrimination is part of Luxembourg's long-standing tradition of policies on non-discrimination, equal treatment and human rights.
To draft the action plan, the Ministry of Family Affairs, Solidarity, Living Together and Reception of Refugees (MFSVA) first analysed a large number of documents in order to understand the situation experienced by racialised persons, gather existing recommendations and take into account the actions carried out by Luxembourg to date.
At the end of 2020, the Ministry of Family Affairs commissioned a study entitled ‘Racism and ethno-racial discrimination in Luxembourg’, carried out by CEFIS and LISER and published in 2022. It shows that people of African descent are victims of racism and discrimination to a significantly higher extent than other population groups.
Since 2022, around 50 bilateral meetings have been held with civil society actors working on anti-racism, racialised persons and experts in various fields.
Based on the results of the study ‘Racism and ethno-racial discrimination in Luxembourg’, the documents analysed and the discussions held, the MFSVA identified the priority areas and invited the relevant ministries to collaborate on drafting an initial version of the action plan. This inter-institutional approach aims to ensure a consistent, transversal and concerted approach to combating racism and racial discrimination.
The plan was further developed through conferences and workshops on combating racism and racial discrimination organised in 2023, in collaboration with civil society, including racialised persons and experts in the fields of education and labour.
In June 2025, the MFSVA organised meetings to present the draft national action plan to stakeholders concerned with the issue of racism and racial discrimination and who have a role to play in monitoring the national action plan.
Following these presentations, stakeholders had the opportunity to supplement their oral contributions with written contributions.
The stakeholder consultations helped to nourish the final version of the national action plan, which was validated by all the ministries involved and approved by the Government Council at the end of November 2025.
