UN Convention on the Rights of Persons with Disabilities

The UN Convention on the Rights of Persons with Disabilities of 13 December 2006 (CRPD) defines the rights of persons with disabilities.

"Persons with disabilities must be able to live independently. They should be able to decide freely about their lives. They must have the same rights as persons without disabilities.” (Extract from the Convention)

Luxembourg signed this Convention on 30 March 2007 and approved it by the law of 28 July 2011.

On 26 September 2011, by depositing the act of ratification, Luxembourg established its consent to be legally bound at the international level by the CRDPH and its optional protocol. On 26 October 2011, the CRPD and its Optional Protocol entered into force for Luxembourg and the latter therefore committed itself to implement the provisions of the Convention, through its national action plan.

First implementation report

At the end of 2013, Luxembourg submitted the first periodic report on the implementation of the CRPD.

In August 2017, a Luxembourg delegation presented the first periodic report at the United Nations Office in Geneva, and held a dialogue on Luxembourg's implementation of the CRPD with experts from the UN Committee on the Rights of Persons with Disabilities. Due to the cross-cutting nature of disability issues, the delegation was composed of officials from nine ministries. Representatives of the Consultative Commission on Human Rights as well as Luxembourg civil society also participated in the meeting.

In October 2017, the UN Committee on the Rights of Persons with Disabilities published its concluding observations on Luxembourg's first periodic report on the implementation of the CRDPH.

On 4 December 2017, the Ministry for Family, Integration and the Greater Region organised an information evening, bringing together various representatives of civil society and ministerial departments. As part of the evening, the Ministry presented the assessment of the measures carried out by the government in the framework of its Action Plan for the implementation of the CRDPH 2012-2017 and the concluding observations of the UN Committee on the Rights of Persons with Disabilities addressed to Luxembourg.
