National Action Plan

 

In 2012, Luxembourg published the first national action plan for the implementation of the United Nations Convention on the Rights of Persons with Disabilities 2012-2017, which defined priorities and targeted measures in eleven areas.  

On the initiative of the Ministry, which assumes the role of national focal point in relation to the United Nations Committee on the Rights of Persons with Disabilities in Geneva and the role of coordinator of the implementation of the CRDPH in Luxembourg, several ministers appointed CRDPH contact points in 2012 within the ministerial departments mainly concerned by the provisions of the Convention.

The task of these contact points is to speed up the implementation of the national action plan and to ensure that the interests of people with disabilities are respected when new legislative, administrative or technical measures are adopted. 

The second national action plan 2019-2024

In its coalition agreement, the government undertook to draw up a second national action plan to implement the CRDPH for the period from 2019 to 2024.

The new action plan includes 29 priorities, 55 objectives and 97 concrete actions that the ministries concerned have committed to carrying out.

In order to ensure that the topics covered in the new national plan coincide with the issues felt to be most pressing by disabled people in Luxembourg, the topics were chosen by the Conseil supérieur des personnes handicapées (CSPH) in conjunction with the Action Plan Steering Group. These two consultation bodies are made up mainly of people with disabilities and representatives of associations of and for people with disabilities.

Eight topics have been identified as priorities:

  1. Raising awareness (Art. 8 of the CRDPH)
  2. Equal recognition before the law (Article 12 of the CRDPH)
  3. Independent living and inclusion in society (Article 19 of the CRDPH)
  4. Freedom of expression and opinion and access to information (article 21 of the CRPD)
  5. Education (article 24 of the CRDPH)
  6. Health (article 25 of the CRDPH)
  7. Work and employment (Article 27 of the CRPD)
  8. Participation in political and public life (article 29 of the CRDPH)

The plan was drawn up by the Ministry, in close consultation with other ministerial departments, associations, various stakeholders, the CSPH and the Steering Group. Each ministry is responsible for implementing the various measures in the action plan that fall within its remit.

For each of the 97 concrete actions, an indicator and a deadline are indicated. 

The indicators and deadlines will enable the external evaluator to carry out an initial mid-term evaluation in 2022. The final evaluation will take place in 2025.
